Hong Kong expected to fire up first waste-to-energy incinerator by end of 2025

Hong Kong’s first waste-to-energy incinerator is in its final phase of construction and environmental authorities have pledged

to ensure the multibillion-dollar plant will run as normal even during bad weather after it begins operations.

 

 

Lui said the department aimed to commission tests early next year and expected the plant to begin full operations by the end of 2025.

I·PARK1, which costs HK$31.3 billion (US$4 billion) and has taken more than seven years to build, is part of the government’s plan to

stop reliance on landfill sites by 2035. The plant will be able to handle around 3,000 tonnes (3,307 tons) of waste a day and reduce

volume by 90 per cent after treatment.

 

The contract for Hong Kong’s first waste-to-energy incinerator (I·PARK1) was awarded to a consortium [1, 5]. Keppel Seghers and Zhen Hua Engineering Co [1, 2].
The contract, awarded by the Environmental Protection Department (EPD) of Hong Kong, involves designing, building, and operating the Integrated Waste Management Facility (IWMF). This facility, located off Shek Kwu Chau in Shek Kwu Chau Bay, is designed to incinerate municipal solid waste and recover energy from the incineration process.
The project, known as I·PARK1, is a key component of Hong Kong’s efforts to reduce landfill reliance and address waste management challenges.
The IWMF project is designed to handle 3,000 tonnes of municipal solid waste per day.

Keppel Seghers is a subsidiary of Keppel Infrastructure Holdings Pte Ltd.
Zhen Hua Engineering Co. Ltd. is a subsidiary of China Harbour Engineering Company Limited [1, 2].
The project is being developed under the “Design-Build-Operate (DBO)” model, meaning the consortium is responsible for designing, building, and operating the facility.
The project is expected to produce 480 million kilowatt-hours of surplus electricity annually, equivalent to about 1% of Hong Kong’s total electricity consumption.
